Take a rice flour add half cup water mix well ,make a lumps free batter .keep a side.
Take a 2 tsp hot milk add kesar soaked.keep a side
Take a heavy bottom vessel add milk ,then milk r boil add rice flour batter mix well and continusely mied ,then phirni r thick gas off.
Then add kesr milk and sugar mix well.
Then phirni r cool ,mix cardamom powder.
Take a small bowl pour phirni garnish chirongi and chopped pista.
Set in fridge.
Serve cool 2 Kesariya rice phirni.
